Sen. Bam to hit the brakes on TRAIN Law

Senator Bam Aquino will file a measure that will restore his earlier proposal to stop the Tax Reform for Acceleration and Inclusion (TRAIN) Law once the inflation rate breaches “target range.”

“Importanteng may mga safeguards ang TRAIN para mai-preno ang pagpataw buwis kapag sumobra ang pagtaas ng presyo ng bilihin,” said Sen. Bam during the hearing of the Committee on Economic Affairs on TRAIN Law. 

“We pushed for these safeguards even before the TRAIN Law was passed, but they were disregarded. Siguro ngayong nakikita nilang nahihirapan na ang taumbayan, susuportahan na nila ang amyenda kong ito,” said Sen. Bam, one of four senators who voted against the ratification of the TRAIN Law. 

During the TRAIN deliberations, the Senate approved Sen. Bam’s amendment to include a safeguard where the implementation of TRAIN Law will be stopped once it breached the “target range.” 

However, Sen. Bam said the provision was not included in the bicameral conference committee and the approved version of the measure. 

“Kung hindi inalis ang safeguard na ito, napatigil na sana natin ang TRAIN Law ngayong napakataas na ng presyo ng mga bilihin,” said Sen. Bam. 

Earlier, Sen. Bam warned the country’s economic managers, led by the Department of Finance (DOF), that will country’s inflation rate will surpass the four-percent mark due to the TRAIN Law. 

“Noon pa tayo nagbabala sa pamahalaan na ang mahihirap ang masasagasaan ng TRAIN, kaya tayo kumontra sa pagpasa nito. Kailangan nating banggain ang mga repormang lalong nagpapahirap sa taumbayan,” said Sen. Bam.

Sen. Bam to push for TRAIN suspension to ease price crisis

After months of calling for a review on the Tax Reform for Acceleration and Inclusion (TRAIN), Senator Bam Aquino expects tomorrow’s Senate probe on TRAIN and inflation to produce tangible results, even look into the suspension of excise taxes.

“Sa aking pag-iikot sa iba’t ibang bahagi ng bansa, umaalma na ang taumbayan sa taas ng presyo ng bilihin. Napakatindi ng epekto ng TRAIN sa presyo ng bilihin na nagpapahirap sa ating mga kababayan,” said Sen. Bam, one of the four senators who voted against the ratification of the TRAIN law.

“We owe it to the Filipino people, especially the poor, to ensure that TRAIN is not making lives more difficult. We must look for immediate solutions, like the suspension of excise taxes,” Sen. Bam added.

Sen. Bam was referring to the excise tax on petroleum products under the TRAIN Act, which imposes P7 and P2.50 additional levy on gasoline and diesel, respectively.

“Umaalma na ang taumbayan sa presyo ng bilihin. Baka panahon nang ipasuspinde ang excise tax para mabawasan ang pasanin ng mga Pilipino,” said Sen. Bam.

As early as January, Sen. Bam filed Senate Resolution No. 597, urging the appropriate Senate committee to scrutinize the implementation of the unconditional cash transfer to ensure that it is sufficient to cover the increase in prices of goods and other services.

More recently, Sen. Bam also filed Senate Resolution No. 704, urging the appropriate Senate Committees to conduct an inquiry on the TRAIN’s inflationary impact and effect on the economy, particularly the P7 and P2.50 excise tax increase on gasoline and diesel, respectively.

The Senate Committee on Economic Affairs, headed by Sen. Sherwin Gatchalian, will conduct the hearing on the effects of TRAIN on the prices of goods and services and in the inflation rate, which reached a five-year high in April at 4.5 percent.

Sen. Bam to gov’t: Protect Filipinos from killer combo of rising prices and unemployment

Senator Bam Aquino called the increase in prices of goods and the rising unemployment a killer combo that needs to be addressed immediately.

“Huwag natin i-knockout ang pamilyang Pilipino sa combo na pagtaas ng presyo ng bilihin at kawalan ng trabaho,” said Sen. Bam, one of only four senators who voted against the ratification of the Tax Reform for Acceleration and Inclusion (TRAIN) Act.

A recent Pulse Asia survey indicated that 98 percent of respondents claimed the prices of basic goods they usually purchase have increased due to the tax reform law, and around 86 percent said they were strongly affected by the prices increases.

In addition, a latest survey by SWS showed that the number of unemployment Filipinos rose to 10.9 million, the highest since 2016.

“Hindi na biro ang epekto ng TRAIN sa mga Pilipino, kaya tayo tumutol dito. Ngayon na mas malala pa pala ang kinalabasan nito, dapat lang na pag-aralan at solusyunan ang matinding pagtaas ng presyo,” said Sen. Bam.

Sen. Bam said he will present stories of Filipinos affected by the TRAIN Act from the series of community dialogues that he conducted in different parts of the country when the Senate conducts a hearing on the tax reform program on May 9 (Wednesday).

“Mahalagang mailabas natin ang bigat na ibinibigay ng TRAIN upang ito’y marepaso at nang maibsan ang pasanin ng ating mga kababayan,” said Sen. Bam.

Sen. Bam also urged Congress not to move forward with TRAIN 2, as it may exacerbate the problem of unemployment by removing incentives for certain businesses.

 Sen. Bam has filed Proposed Senate (PS) Resolution No. 704, calling for a review of the TRAIN Act, claiming it greatly contributes to the increase in prices of goods and services that burdens Filipinos, mostly the poor.

Sen. Bam: Working Filipinos should be supported, not burdened further

In commemoration of Labor Day, Senator Bam Aquino called on the government to prioritize the welfare of Filipino workers and protect their livelihood through sound policies and actions.

 “Dapat isipin ng pamahalaan sa bawat desisyon at reporma ang kapakanan ng mga Pilipinong nagtatrabaho tulad ng mga magsasaka, mangingisda at OFWs. Subalit sila ngayon ang binibigo ng administrasyon,” said Sen. Bam, one of four who voted against the ratification of the Tax Reform for Acceleration and Inclusion (TRAIN) Act.

Sen. Bam insisted that the recent tax reform packages proposed by the government only burden the working class with increasing prices of goods and potential loss of livelihood.

 The administration’s push to enact the second tax reform package, which will remove incentives for companies, could lead to loss of jobs for many Filipinos.

“Nagdurusa na nga ang marami nating mga kababayan sa mataas na presyo ng bilihin sa unang bugso ng tax reform ng gobyerno, ngayon naman aalisan natin sila ng ikabubuhay,” said Sen. Bam, referring to the TRAIN Act.

Sen. Bam also submitted Senate Resolution No. 597, urging the appropriate Senate committee to scrutinize the implementation of the unconditional cash transfer to ensure that it is sufficient to cover the increase in prices of goods and other services.

 In addition, Sen. Bam pointed out that the government’s decision to remove restriction on rice importation could be detrimental to the work of Filipino farmers, who rely heavily on their harvest for their livelihood.

“Posibleng makasama pa sa ating mga magsasaka ang ura-uradang desisyon ng deregulasyon ng rice imports. Hindi quota ang problema natin kundi ang kakayahan nga NFA na gawin ang kanilang trabaho,” said Sen. Bam.

 In the 17th Congress, Sen. Bam has filed several measures that focus on the welfare of Filipino workers, includingg overseas Filipino workers (OFWs), freelancers and reservists.

Sen. Bam to admin: Listen to Filipino people, review TRAIN law

Senator Bam Aquino urged the government to listen to the Filipino people in light of the latest Pulse Asia survey showing pay hikes and increase in prices as major concerns of the public.

 “Pakinggan natin ang hinaing ng mga Pilipinong nabibigatan sa mataas na presyo ng bilihin at hindi sapat na kita,” said Sen. Bam, who has visited a number of local communities to hear out their concerns on the rising prices of goods.

The survey conducted by Pulse Asia from March 23 to 28 showed that 50 percent of the respondents mentioned salary increase as the most urgent issue while 45 percent pointed to inflation.

“Sa pagtaas ng presyo ng bilihin, sapat ba ang 200 pesos per month na cash transfer ng gobyerno? Panahon na para suriin ang totoong epekto ng TRAIN law at siguraduhing hindi pinapahirap ng gobyerno ang buhay ng mga Pilipino,” Sen. Bam stressed.

 With this development, Sen. Bam reiterated his call to review Republic Act No. 10963 or the Tax Reform for Acceleration and Inclusion (TRAIN) Act as it contributes to the increase in prices of goods and services that burdens Filipinos, especially the poor.

In his resolution, Sen. Bam said the Department of Finance assured lawmakers that TRAIN’s impact on inflation would not be more than 0.7 percent.

However, latest data from the Philippine Statistics Authority (PSA) showed that the country’s inflation rate for March hit 4.3 percent.

Sen. Bam pushes daily load notifications to resolve ‘nakaw load’ issue

Sen. Bam Aquino, chairman of the Committee on Science and Technology, instructed telecommunications companies to provide free daily notifications to subscribers regarding their load balance.

“Bigyan na ng resibo araw-araw ang mga subscriber at bigyan ng pagkakataong mag-reklamo kapag mayroong nakitang mali” said Sen. Bam, who spearheaded the committee hearing on the complaints of subscribers regarding disappearing load.

According to Sen. Bam, the National Telecommunications Commission (NTC) has committed to issue a memorandum circular that aims to address the problem of disappearing load or “nakaw load”, which will include his suggestion of daily notifications or receipts to subscribers.

“Bantayan natin para matiyak na maglalabas talaga ang NTC ng memorandum circular upang maipatupad ang pagbibigay ng digital na resibo o notification ang mga subscribers,” said Sen. Bam, referring to the NTC’s commitment to release the memorandum by June or July.

The NTC said that it also plans to include a minimum two-step process for subscribing to value-added services (VAS).

For their part, the telecommunications companies committed to the implementation of a three- or four-step verification process so clients are well-informed of the services they subscribe to.

“Ang hinahanap natin ay aksiyon. Solusyunan na natin agad itong isyu ng nawawalang prepaid load,” insisted Sen. Bam, the only senator in the hearing.

 The hearing was called by Sen. Bam through Senate Resolution No. 595, directing the committee to determine the capacity and readiness of relevant government agencies and regulators to implement rules that will protect prepaid mobile subscribers.

Sen. Bam to hear updates on ‘Nakaw Load’ fixes

Telecommunications companies are expected to present an update on their respective solutions when Senator Bam Aquino resumes the probe into consumer complaints about disappearance of prepaid loads or the so-called “nakaw load” on Monday (April 23).

“We identified specific solutions during the first hearing so that prepaid consumers no longer encounter dubious load deductions,” said Sen. Bam, who is spearheading the investigation as chairman of the Committee on Science and Technology.

“Mahigit isang buwan na mula noon kaya inaasahan nating naipatupad na ang mga solusyong ito,” Sen. Bam added.

During the committee’s initial hearing on March 5, Sen. Bam insisted that telecommunication companies must be transparent by issuing notifications to their subscribers when load is credited or deducted to their account

“Mahalagang agad na malaman ng subscribers kung may nadadagdag o nababawas na load sa kanilang account sa pamamagitan ng abiso mula sa telco,” said Sen. Bam.

Through notifications, subscribers will be able to monitor their load spending and will allow them to immediately cancel services they do not wish to avail.

Sen. Bam also called on telcos to implement an audit of all their value-added service (VAS) subscription, to protect consumers against unwarranted deductions from their prepaid load.

A telco also committed to implement a system refresh that will opt-out all of their subscribers to all VAS subscriptions and impose a stricter procedure when availing of these extra services.

The committee will resume its investigation on Monday (April 23), 10 a.m. at the Recto Room of the Senate of the Philippines.

The hearing was called by Sen. Bam through Senate Resolution No. 595, directing the committee to determine the capacity and readiness of relevant government agencies and regulators to implement rules that will protect prepaid mobile subscribers.

Sen. Bam renews call to review TRAIN as families struggle with rising prices

After a series of consultations with urban poor communities, Sen. Bam Aquino once again stressed the need to review the government’s tax reform program, saying families are struggling with the considerable jump in prices of goods and services. 

 “Marami nang dumadaing at naaalarma sa mataas na presyo ng bilihin na dulot tax reform program ng pamahalaan,” said Sen. Bam, alluding to Republic Act No. 10963 or the Tax Reform for Acceleration and Inclusion (TRAIN) Act.

“Karamihan sa mga nakausap namin, nagrereklamo na Dati piso-piso lang ang taas, ngayon ang laki na. Ang laki na ng nabawas sa nabibili nating grocery para sa ating pamilya,” said Sen. Bam.

While Sen. Bam acknowledged that the TRAIN has increased the take-home pay of ordinary workers, for some, the additional pay is not enough to cover the rise in prices of basic goods in the market.

Sen. Bam: Gov’t is duty-bound to review TRAIN, protect poor from price surge

As Filipinos deal with high prices of goods and services due to the additional excise tax on petroleum products and with the country’s inflation rate shooting up to 4.3 percent in March, a senator urged his colleagues to revisit Republic Act No. 10963 or the Tax Reform for Acceleration and Inclusion (TRAIN) Act.

 In his Senate Resolution No. 704, Sen. Bam Aquino wants the appropriate Senate Committees to conduct an inquiry on the TRAIN’s inflationary impact and effect on the economy.

Sen. Bam underscored the need to take another look at the government’s tax reform program amid the rise in prices due to the imposition of additional excise tax on fuel.

 “It is our duty to ensure all reforms benefit our countrymen and do not make life more difficult for Filipino families,” said Sen. Bam, who voted to reject the TRAIN Law during its ratification.

“Kailangan suriin muli ang TRAIN. Maging bukas tayo sa pagsuspindi sa excise tax kapag nakitang nakasasama na ito sa kabuhayan ng mga Pilipino,” emphasized Sen. Bam, referring to the increase in tax on gasoline and diesel to P7 and P2.50, respectively.

Sen. Bam: Gov’t must act quickly to address high prices of rice

Senator Bam Aquino insisted that the government should do more than give assurance that there’s enough supply of rice in the market, saying it should also quickly address the rising prices of commercial rice and the lack of NFA Rice in the market.

“Hindi sapat ang katiyakan na mayroong supply ng bigas sa merkado. Kailangang kumilos ang pamahalaan para mapababa ang presyo ng commercial rice at tiyaking may supply ng murang NFA Rice na mabibili ang mga pamilyang Pilipino,” said Sen. Bam.

“May mga kababayan tayo na kanin na nga lang ang kinakain, tapos nagmahal pa ang bigas. Saan pa sila pupunta,” added Sen. Bam, insisting that the government should conduct an audit of the 2017 buffer stock to determine what happened to it.

 “Dapat tiyakin ng pamahalaan na natutupad ang itinakdang 15-day buffer stock ng murang bigas upang matiyak na mayroong mabibiling abot-kayang bigas ang ating mga kababayan, lalo na ang mahihirap,” Sen. Bam said.

During a Senate hearing on the rice issue, National Food Authority (NFA) administrator Jason Aquino admitted that the agency has failed to comply with the 15-day buffer stock policy for almost one year, prompting Sen. Bam to call for his resignation.

“Hinahayaan lang ng NFA na lumaki ang problema na dulot ng kanilang kapalpakan. Dapat lang na palitan na ang NFA administrator at magtakda ng bagong pinuno na may kakayahang solusyunan ito,” Sen. Bam said.

On Monday, Sen. Bam renewed his call for the NFA administrator’s resignation following reports that the NFA’s rice reserve was already depleted.

Sen. Bam said situation has forced Filipino families to spend more for rice as they have no other option but to buy costly commercial rice.

 “Ang 35 pesos per kilo ng bigas noon, 45 pesos na ngayon. Limandaang piso ang dagdag nito sa gastusin ng pamilyang Pilipino kada buwan kung isang kilong bigas ang kanilang nakokonsumo bawat araw. Nangyari ito dahil sa kapabayaan ng NFA sa kanilang tungkulin,” said Sen. Bam.
