Labor organizations declare Sen. Bam as workers’ ally, back his candidacy

Various labor organizations have declared full support behind re-electionist Sen. Bam Aquino, calling him an ally and defender of workers’ welfare in the Senate.

Sentro ng mga Nagkakaisa at Progresibong Manggagawa (SENTRO), Anakpawis and Confederation for Unity Recognition and Advancement of Government Employees (COURAGE), which represent workers from public and private sectors, all committed to back Sen. Bam’s bid for a second term in the Senate.

According to SENTRO secretary general Josua Mata, Sen. Bam is reliable partner when it comes to welfare of workers and other labor issues in the Senate.

“Noon pa man, tumutulong na si Sen. Bam sa mga isyung may kinalaman sa ating mga manggagawa at sa sektor ng transportasyon,” Mata said during the group’s 7th general assembly where it expressed support for Sen. Bam.

Before filing his Senate Bill No. 174 or the Security of Tenure Bill, Sen. Bam worked closely with SENTRO in crafting the legislation that aims to end the practice of contractualization in the country.

If he wins a second term, Sen. Bam promised to push for the passage of the Security of Tenure Bill and other labor-related measures.

“Dapat sa 18th Congress, maipasa na ang Security of Tenure Bill. Na-file na po natin ang panukalang ito noong June 2016,” said Sen. Bam, a co-author and co-sponsor of the Security of Tenure Bill.

Sen. Bam also committed to work for the passage of his Trabaho Center Bill, which aims to solve the problem of jobs mismatch and high unemployment rate in the country.

Sen. Bam’s measure seeks to establish Trabaho Centers or job placement offices in public high schools and state universities and colleges (SUCs). The Trabaho Center will provide services such as Industry matching, career counseling, and employment facilitation.

According to Sen. Bam, the Trabaho Center Bill is the next best necessary reform after the Free College Law, which he pushed as principal sponsor during his time as chairman of the Committee on Education.

Sen. Bam seeks additional P1,000 social pension for senior citizens

A senator wants to increase the social pension of senior citizens as gratitude to their valued contribution to the development of the country and to provide them with additional income to help them deal with the prevailing high prices of goods.

In his Senate Bill No. 2142, Sen. Bam Aquino seeks to mandate the government to give a social pension of P1,000 to all senior citizens who do not have social pension or to those receiving a pension not exceeding P3,000.

Bam.

According to Sen. Bam, a study conducted by the Coalition of Services of the Elderly (COSE) indicated that social pension contributed on average almost a third of household income.

However, Sen. Bam said that the same study showed that only 32 percent of eight million senior citizens in the country receive social pension of P500 a month, while 38 percent do not receive any pension at all.

When it comes to the 1.5 million Social Security System (SSS) pensioners, less than half receives not more than P3,400 per month.

“With no or inadequate pension for many Filipino senior citizens, they are forced to rely on the modest incomes of their families who are also struggling to make a living,” said Sen. Bam.

“Giving them social pension will greatly help to address their daily needs, and provide some relief to their households,” the senator added.

Aside from additional social pension for senior citizens, Sen.Bam is also working for the creation of a National Commission for Senior Citizens (NCSC) through his Senate Bill No. 674.

The bill seeks to amend Section 11 of Republic Act 7432 or the Expanded Senior Citizen Act of 2010, abolishing the National Coordinating and Monitoring Board and replacing it with NCSC.

The council will be spearheaded by a chairperson and commissioners from a list submitted by senior citizens organizations and associations.

Sen. Bam renews call to suspend excise tax on fuel after big-time oil price hike

Sen. Bam Aquino reiterated his call to suspend the excise tax on petroleum products under the Tax Reform for Acceleration and Inclusion (TRAIN) Law following the recent big-time fuel price hike due to increase in oil prices in the world market.

“Hindi pa nga nakakahinga ang taumbayan sa mataas na presyo ng pagkain at iba pang bilihin, unti-unti na namang umaakyat ang presyo ng langis sa world market,” said Sen. Bam, one of four senators who voted against the ratification of the TRAIN Law.

“Kaya mas magandang itigil na ng pamahalaan ang excise tax sa langis sa ilalim ng TRAIN Law bago pa ito magdulot ng dagdag pang pasanin sa taumbayan, lalo na sa mahihirap,” added Sen. Bam.

Sen. Bam has filed Bawas Presyo sa Petrolyo Bill in May 2018 to suspend and roll back the excise tax on fuel once the country’s inflation rate exceeds the government’s target for three straight months.

On Tuesday, oil companies have announced increase of a least P1.40 per liter for gasoline, P2.30 per liter for diesel and P2.00 per liter for kerosene due to increase in world crude prices.

The second part of the excise tax hike under the TRAIN Law is not yet included in the increase.

Earlier, Sen. Bam slammed the government decision to implement the second part of excise tax under the TRAIN Law, emphasizing that the country’s inflation rate remains far from the government’s inflation rate target of 2-4 percent.

“Nalulunod pa rin sa mahal na presyo ng pagkain at bilihin ang ating mga kababayan kaya napakalaking pagkakamali na payagan ang ikalawang bahagi ng excise tax sa ilalim ng TRAIN Law,” said Sen. Bam.

Sen. Bam thanks government for fuel tax suspension, appeals for complete repeal of TRAIN Law tax on petroleum

Sen. Bam Aquino lauded the government for listening to the people’s plea and suspending the excise tax on fuel under the Tax Reform for Acceleration and Inclusion (TRAIN) Law, saying this could lead to its eventual removal.

“Nagpapasalamat tayo sa Presidente at sa kanyang economic managers sa pag-aksyon sa isyu na matagal nang daing ng mga pamilyang nahihirapan sa taas ng presyo ng bilihin,” said Sen. Bam, one of four senators who voted against the ratification of the TRAIN Law.

“Ito’y tagumpay ng mga Pilipinong matagal nang humihiling ng tulong sa matinding pagtaas ng presyo,” added Sen. Bam, who has been calling for the suspension and roll-back of TRAIN Law’s tax on fuel since May this year.

Sen. Bam made the reaction after Budget Sec. Ben Diokno announced that the government will suspend the excise tax on fuel under the TRAIN Law in 2019.

Sen. Bam hopes that the government’s move is an indication of its willingness to eventually remove the all of the excise tax on fuel under its tax reform program, which could lead to lower prices of food and other goods.

“Mahalaga po itong suspension ng dagdag-buwis sa Enero, pero mahalaga rin tanggalin ang buwis na nakapataw na sa ngayon. Kailangan pa ring tugunan ang problema ng mga kababayan nating nalulunod sa mahal na presyo ng bilihin,” said Sen. Bam.

Despite this development, Sen. Bam is determined to push for the passage of his Senate Bill No. 1798 or the Bawas Presyo sa Petrolyo Bill, which he filed last May.

The measure attempts to change and fix the TRAIN Law by ensuring the suspension and rollback of fuel tax once the country’s inflation rate is too high.

Sen. Bam: Improve employability, address underemployment by passing job placement bill

As way of providing livelihood for Filipinos amid the high prices of food and other goods, Sen. Bam Aquino has renewed his push for the enactment of his measure that seeks to establish job placement offices in public high schools and state universities and colleges (SUCs).

Dubbed as Trabaho Center in Schools Act, Sen. Bam’s Senate Bill No. 1278 aims to establish a job placement office in every public high school, college and university in the country.

“Ang diploma hindi pwedeng nakasabit lang sa dingding, dapat nagiging trabaho,” said Sen. Bam, principal sponsor of the law granting free college.

“Kailangan ang panukalang ito para makatulong sa pamilyang Pilipino na nalulunod sa taas presyo. Kailangan madagdagan ang budget ng pamilya na panggastos sa araw-araw,” added Sen. Bam.

Sen. Bam added that the measure, if passed into law, will help address unemployment and underemployment, which currently stands at 2.36 million and 9.8 million Filipinos, respectively.

Under the measure, a job placement office must provide industry matching, career counseling, and employment facilitation, according to Sen. Bam.

They will also address the skills mismatch and ensure employability of students upon graduation by using feedback from employers to better develop the school’s curriculum and training programs.

Sen.

Alarmed by the latest big-time oil price hike, Sen. Bam Aquino insists on implementing measures to suspend additional P2 excise tax on petroleum products scheduled for January 2019 under the Tax Reform for Acceleration and Inclusion (TRAIN) Law.

“Kung pumatak o humigit sa $80 kada bariles ang global prices ng krudo sa susunod na tatlong buwan, nasa batas na dapat suspindihin ang pagtaas ng buwis sa Enero 2019,” said Sen. Bam.

Sen. Bam was referring to a safeguard in the TRAIN Law where the excise tax on fuel will be suspended once the average Dubai crude oil price based on MOPS for 3 months prior to the scheduled increase reaches or exceeds $80 per barrel.

Sen. Bam added that the price of oil increased $80.8 per barrel today (Oct. 2).

“Bantayan po natin ang world prices at sumunod tayo sa nakasaad sa batas,” added Sen. Bam, who introduced the said measure of protection during deliberations on the TRAIN Law.

Meanwhile, Sen. Bam expressed alarm over statements by Budget Sec. Ben Diokno downplaying the effects of inflation on high prices of goods, especially food.

“Bigyan naman natin ng kaunting ginhawa ang mga kababayan nating nalulunod sa pagtaas ng presyo. Maghanap tayo ng paraan para arestuhin ang dagdag buwis sa petrolyo,” added Sen. Bam.

Sen. Bam is also pushing for the passage of Senate Bill No. 1798 or the Bawas Presyo Bill, which will suspend the collection of excise tax on fuel once inflation rate breaches the annual inflation target over a three-month period.

Sen. Bam helped the administration pass the law making college education free in public universities and colleges. He is the principal sponsor of R.A. 10931 or the Universal Access to Quality Tertiary Education Act.

Sen. Bam to gov’t: Make affordable rice available, accessible to poor Filipinos

Sen. Bam Aquino wants to ensure that poor Filipinos are priority in the distribution of NFA rice, following the government’s move to sell affordable rice in supermarkets.

“Maganda ang hangarin ng pamahalaan na paramihin ang outlets ng bentahan ng NFA rice at isama ang mga supermarkets,” said Sen. Bam.

“Pero dahil limitado ang NFA rice at napakamahal pa ng commercial rice, mahalaga na matiyak na makikinabang ang pinakamahihirap nating kababayan na isa o dalawang beses na lang ang pagkain ng kanin kada-araw,” added Sen. Bam.

Sen. Bam said the initiative will be for naught if the NFA rice will not be accessible to poor Filipinos who are already burdened by high prices of food and other goods.

“Siguraduhin na mayroong murang bigas sa mga pangunahing pinagbibilhan ng mahihirap nating kababayan. Baka maubos ang pinagkakasyang pera sa pamasahe papunta sa mga supermarket,” stressed Sen. Bam, who is pushing for the full implementation the 10-percent discount on NFA rice under the Tax Reform for Acceleration and Inclusion (TRAIN) Law.

Under the TRAIN Law, Sen. Bam said the government is mandated to provide poor families 10-percent discount when they purchase NFA rice from accredited retail stores, up to a maximum of 20 kilos per month.

In addition, Sen. Bam is calling for the enactment of his Senate Bill No. 1798 or the Bawas Presyo Bill that will help ease the burden of poor Filipinos on high prices of food and other goods.

Sen. Bam’s Bawas Presyo Bill aims to suspend the excise tax on fuel under the TRAIN Law when the average inflation rate surpasses the annual inflation target over a three-month period.

Passing the measure is crucial as it will stop the second round of increase in excise tax on petroleum products under the TRAIN Law in January 2019, according to Sen. Bam.

Aside from pushing for the enactment of the Bawas Presyo Bill, Sen. Bam also called on the government to fully implement other social mitigating measures under the TRAIN Law, such as the unconditional cash transfer program and the Pantawid Pasada Program.

Sen. Bam rallies support for Filipino deaf community, FSL Act

Deaf Filipinos will soon be empowered with their own national language after the Senate passed on third and final reading the Filipino Sign Language (FSL) Act, according to Sen. Bam Aquino.

On Tuesday, the Senate approved Senate Bill No. 1455 on third and final reading via 20 affirmative votes, zero negative vote and no abstention.

“We hope to build a society where every Filipino is valued and respected. Let’s support and empower the Filipino deaf community,” said Sen. Bam, who explained that the FSL Act seeks to recognize Filipino Sign Language or FSL as the national sign language and endeavors to bring it to the mainstream.

In his sponsorship speech as vice chairman of the Committee on Education, Sen. Bam said the FSL will give the deaf community better access to government services, information, education, and justice.

If enacted into law, the FSL will become the official mode of communication of the deaf for government services, calling for trained interpreters in various government offices.

The measure also aims to make FSL as means of interpretation in broadcast media, delivering news and information consistently to the deaf community.

In his five years in the Senate, Sen. Bam has continuously worked hard for the welfare of persons with disabilities (PWDs). In the 16th Congress, Sen. Bam pushing the passage of Republic Act 10754, which exempts PWDs from paying value added tax (VAT), as co-author.

Sen. Bam also worked for the passage of Republic Act 10905 or the Closed Caption Law as co-author. It requires television networks to use the closed captioning system for news and current affairs programs and entertainment shows for the benefit of viewers with hearing impairment.

In the 17th Congress, Sen. Bam filed Senate Bill No. 967 requiring Filipino Sign Language insets for local news programs. He also filed Senate Bill No. 1249 seeking to mandate government offices and private companies to allocate a percentage of their workforce for PWDs.

Sen. Bam to gov’t: Storm to intensify rice and price crisis, address rising prices ASAP

Aside from relief and rehabilitation efforts, a senator called on the government to work together to mitigate the effects of Typhoon Ompong on the prices of goods in affected areas.

“Patindi nang patindi ang pagsubok sa pamilyang Pilipino. Kailangan nating magkaisa upang solusyunan ang mga krisis ng bayan,” said Sen. Bam Aquino.

“Tiyak na tataas pa ang presyo ng bigas at pagkain dahil sa pananalasa ni Ompong. Kailangang agapan ng pamahalaan bago humagupit ang taas-presyo sa mga apektadong lugar,” added Sen. Bam, who has been pushing for the passage of Senate Bill No. 1798 or the Bawas Presyo Bill.

Sen. Bam said the recent typhoon affects supply of goods and may lead to spike in prices, placing additional burden on people who lost their homes and livelihood to Ompong.

“Mahihirapan din pong makabangon agad ang mga kababayan nating nasalanta kung sila ay nalulunod sa mataas na presyo ng bilihin,” said Sen. Bam.

Sen. Bam said the government should take additional steps to keep the prices of goods in check, in addition to the implementation of price freeze in areas that will be placed under state of calamity.

“Maliban sa pagtiyak na naipatutupad ang price freeze sa mga lugar na sinalanta ng bagyo, dapat magkaroon din ng dagdag na pagkilos ang gobyerno para mapababa ang presyo ng bilihin,” added Sen. Bam.

Furthermore, Sen. Bam said concerned government agencies must ensure that there is enough supply of agricultural products in different parts of the country as well after the onslaught of the typhoon.

Sen. Bam has been working to lessen the effects of the Tax Reform for Acceleration and Inclusion (TRAIN) Law in the prices of goods and services.

The senator filed Senate Bill No. 1798 or the Bawas Presyo Bill to suspend the excise tax on fuel under the TRAIN Law when the average inflation rate surpasses the annual inflation target over a three-month period.

Sen. Bam stressed the need to enact his measure into law, saying it will stop the second round of increase in excise tax on petroleum products under the TRAIN Law in January 2019.

Sen. Bam pushes LGUs to work with, prioritize Filipino youth

To push for better, more responsive and more innovative governance, Sen. Bam Aquino is encouraging local government units (LGUs) to work with youth leaders and their organizations.

In his amendment to Senate Bill No. 1843 or the Seal of Good Local Governance Act, Sen. Bam wants LGUs to establish youth development programs to ensure the meaningful participation of the youth in nation building.

The senator said LGUs must develop enabling mechanisms and support systems to boost the involvement of the youth in governance.

In his amendment, Sen. Bam has batted for the establishment of a Local Youth Development Council and a Youth Development Office in all LGUs, they can institute policies and programs geared to mold the youth into successful and kind-hearted citizens.

“Bilang mga kinabukasan ng bayan, bigyan natin ng sapat na pagkakataon ang mga kabataan na makilahok sa pagpapatakbo ng pamahalaan at sa pagpapaunlad ng lipunan,” said Sen. Bam, who thanked Sen. Sonny Angara for accepting his amendments to the measure.

Being a former youth leader and Chairman of the National Youth Commission, Sen. Bam is a known advocate of youth empowerment, pushing for enactment of laws that focus on the welfare of the youth.

Among them is the SK Reform Act, which Sen. Bam pushed as co-sponsor and co-author. Also, Sen. Bam worked for the passage of Republic Act 10679 or the Youth Entrepreneurship Act during his term as chairman of the Committee on Trade, Commerce and Entrepreneurship in the 16th Congress.
