BIDA KA!: Libreng tuition sa SUCs nasa plenaryo na

Mga bida, noong Martes, nagbigay tayo ng sponsorship speech para sa Senate Bill No. 1304 o ‘Free Higher Education for All Act’.

Kapag ito’y naisabatas, mabi­bigyan ng libreng tuition ang mga estudyante sa lahat ng SUCs sa ­buong bansa.

Nakapaloob sa Senate Bill No. 1304 ang Senate Bill No. 177 na aking iniakda at iba pang mga ka­tulad na panukala na may magkakatulad na layunin para sa ating mga estudyante sa SUCs.

Upang mabigyang diin ang kahalagahan ng panukalang ito, bumuo tayo ng senaryo gamit ang karakter nina Liza, Kathy, Norman at Trisha.

Pagkatapos mag-graduate sa Grade 12, binalak nilang ­pumasok at mag-aral sa isang SUC upang mabigyan ng magandang kinabukasan ang kani-kanilang pamilya.

Pangarap ni Liza na magtrabaho bilang manager sa isang 5-star hotel sa Singapore kapag nakatapos ng pag-aaral.

Plano naman ni Kathy na kumuha ng kursong ­engineering, na sa kanyang tingin ay isang magandang trabaho upang makatulong sa gastusin at maiangat sa kahirapan ang pamilya.

Determinado naman si Norman na makatapos ng kursong may kinalaman sa media upang mapagtapos sa pag-aaral ang bunsong kapatid.

Todo naman ang pag-aaral ni Trisha para matupad ang ­pangarap na maging guro sa isang public school.

Sa ganitong paraan, naniniwala si Trisha na makatutulong para mahubog ang kanilang karakter na magagamit upang maging kapaki-pakinabang na mamamayan ng bansa.

 

Subalit ang masaklap na katotohanan dito, isa lang sa kanila ang makatatapos ng kolehiyo sa SUC habang ang iba’y magda-dropout, batay na rin sa ulat na nakalap ng ating ­komite habang dinidinig ang panukala.

Sa ganitong sitwasyon, maaaring isa lang sa apat ang magkakaroon ng tsansang gumanda ang buhay habang nakasabit naman sa balag ng alanganin ang kinabukasan ng tatlong iba pa.

Pangunahing dahilan ng kanilang pagtigil sa pag-aaral ay problemang pinansiyal at kahirapan.

Ito ang dahilan kaya ipinupursige natin na maisabatas ang Senate Bill No. 1304.

Sa tulong ng panukalang ito, mas mabibigyan ang mas maraming Pilipino na makatuntong sa kolehiyo at makuha ang inaasam na diploma.

Masuwerte naman at marami sa ating mga kapwa senador ang pabor sa pagsasabatas nito upang mabigyan ng libreng ­tuition ang 1,645,566 estudyante na kasalukuyang naka-enroll sa iba’t ibang SUCs.

Naniniwala ako na malaki ang maitutulong nito upang mabig­yan ng katuparan ang pangarap nina Liza, Kathy, Norman at ­Trisha, pati na ang milyun-milyong iba pang estudyante sa SUCs.

Sa tulong ng makukuha nilang diploma, mabibigyan sila ng pagkakataong makahanap ng magandang trabahong may malaking kita, na makatutulong para maiahon sa hirap ang kanilang mga mahal sa buhay.

Kaya naman walang tigil ang pagsusulong natin ng mga kailangang reporma sa edukasyon na makatutulong sa pag-asenso ng mga Pilipino.

Good afternoon, Mr. President and esteemed colleagues! Mga kaibigan at mga kababayan, magandang hapon sa ating lahat.

Today, I am privileged to address you to sponsor a measure that can help make the dream and promise of a college degree a reality for a number of Filipinos and their families.

This measure has received tremendous support from our colleagues, from the public and especially our youth, the students.

I stand before you to sponsor Senate Bill No. 1304, entitled “An Act Providing for a Full Tuition Fee Subsidy for Students Enrolled in State Universities and Colleges (SUCs) and Appropriating Funds Thereof”, otherwise known as the “Free Higher Education For All Act”, which seeks to subsidize tuition fees in all our SUCs.

 Mr. President, simply put, kapag naisabatas na po ang batas na ito, magiging libre na ang tuition fee sa ating SUCs!

Ang batas po na ito ay para sa mga kabataang Pilipino na nagsusumikap upang makapagpatapos ng kanilang kolehiyo, at para na rin po sa kanilang mga magulang na nagtatrabaho upang mabayaran ang gastos sa pag-aaral.

 Mr. President, let’s imagine the lives of four students ready and eager to earn a college degree in a state university and college. Let’s imagine the lives of Liza, Kathy, Norman, and Trisha. All four of them have graduated from Grade 12 and now have the opportunity to study in an SUC!

 Perhaps Liza dreams of graduating and earning a degree so she can work as a manager in a 5-star hotel all the way in Singapore! Kathy is hopeful that becoming an engineer will provide her with higher pay so she can contribute to her family’s monthly expenses. Norman is determined to graduate so he can find a challenging and profitable job in media to help put his sister through elementary school. And Trisha is studying hard so she can become a public school teacher and help shape the next generation of Filipinos.

Mr. President, the key to all four of these dreams is to graduate from a college or university. But sadly, Mr. President and honored colleagues, most likely only one out of the four will earn a degree. And the number one reason for students dropping out of a Higher Education Institution? That number one reason, Mr. President, is Financial Issues or Poverty.

Ipagpalagay na po natin na kay Liza, Kathy, Norman, at Trisha, si Kathy po ang nakapag-graduate. Masaya po tayo para sa kaniya at kaniyang pamilya! Congratulations, Kathy. At tuluy-tuloy ang pagtatrabaho natin para makakuha ng magandang trabaho si Kathy!

Ngunit paano naman ang pangarap ni Liza na makapagtrabaho sa isang 5-star hotel sa ibang bansa? Paano po si Norman na magtrabaho sa media at tulungan ang kaniyang kapatid sa elementarya? Paano po matutulungan si Trisha na gustong  maging guro at gusto pong magsilbi sa bayan?

What happens to the other 3? What happens to the rest of the youth who cannot finish because of a lack of finances?

Mr. President, esteemed colleagues, we now have an opportunity to unlock the door to a brighter future for more Filipinos. Let’s make higher education more accessible to our struggling students!

Currently, there are 1,645,566 students in our State Universities and Colleges and the Annual Weighted Average Tuition in SUCs is 9,407 (Philippine) pesos per year. That gives us a cost of about 16 billion pesos every year to make tuition fees free across our SUCs.

This measure covers only tuition fees, which refers to the cost of instruction and training of our students.

 This is about 30 percent of the cost of expenses of our students.

Mr. President, I believe it’s high time we invest boldly on education, especially now that we have the means and resources to make this happen! 

It’s a fair price to pay to embolden and empower more Filipinos like Liza, Kathy, Norman and Trisha to achieve their dreams – for themselves, for their families, and for their country.

Mr. President, we need to take a look at our proposed measure as one, albeit, important reform that we wish to pass to address the perennial issue of access to quality education.

 Our proposed measure can be coupled with other policies already found in our laws, like the Iskolar ng Bayan Act, streamlining the StuFAP or Student Financial Assistance Program (StuFAP) found in UNIFAST in the UNIFAST Law, and scholarships lodged in CHED, DOST, DND, among other agencies. Together, they can improve access to higher education and empower more Filipinos with a promise of a college diploma!

 Together with policies already passed, laws already passed, programs already being implemented, our measure can complete the picture and support our students and our SUCs further.

 Isa lang po ito sa mga inaalay naming reporma sa hanay ng edukasyon. Marami pa po tayong kailangang i-trabaho at gawin upang tunay na umasenso ang buhay ng bawat estudyante at buhay ng bawat pamilyang Pilipino. Marami pa po tayong kailangan gawin, at tuluy-tuloy lang po ang pagtatrabaho ng ating kumite!

 Pero makakasigurado po tayo na ang batas na ito ay isang napakahalagang reporma sa pangarap at pangakong iyan.

 Mr. President, distinguished colleagues, let’s give our countrymen, not just hope, but tangible support in achieving their dreams.

 Together, if we pass SBN 1304, the Free Higher Education for All Act, we’re investing in the future of our promising young Filipinos!

Bam sponsors free tuition in SUCs bill, eyes more college graduates

To unlock the door to a brighter future for more Filipinos, Sen. Bam Aquino urged colleagues to provide free tuition fees in state college and universities (SUCs).

 “I believe it’s high time we invest boldly on education, especially now that we have the means and resources to make this happen,” said Sen. Bam, chairman of the Committee on Education, in his sponsorship speech for Senate Bill No. 1304 or the “Free Higher Education for All Act”.

Sen. Bam’s Senate Bill No. 177 was consolidated in Senate Bill No. 1304 together with other similar measures, which seek to provide free tuition fee to all students in SUCs.

 In his speech, Sen. Bam expressed hope that institutionalization of free tuition in SUCs will lead to more college graduates.

 Based on data, only one of four students in SUCs will earn a degree while the rest will drop out. The number one reason for drop outs is financial issues or poverty.

 “Our proposed measure seeks to improve access to higher education and empower more Filipinos with the promise of a college diploma,” Sen. Bam stressed.

At present, the senator said about 1,645,566 students are enrolled in different SUCs, where the average weighted annual tuition is P9,407.

If passed, Sen. Bam said the government will shell out around P16 billion every year to subsidize tuition fees in SUCs.

 On top of the free tuition in SUCs, Sen. Bam also assured private stakeholders that the government will also strengthen its Student Financial Assistance Program or StuFAP.

 At present, 19 StuFAPs are lodged in different government agencies such as the Commission on Higher Education, the Department of Science and Technology (DOST), and the Department of National Defense (DND).

 These programs include scholarships, grants-in-aid, student loans, subsidies and incentives that cover other educational expenses and the living allowance incurred by students pursuing higher education.

 With the proposed measure and other policies and laws, such as the Iskolar ng Bayan Act, StuFAP through UNIFAST, and scholarships lodged in CHED, DOST and DND, Sen. Bam is confident that more Filipinos will be empowered by a college degree.

In addition to the free tuition in SUCs, Sen. Bam also filed several education-related measures — Senate Bill No. 1278 or Trabaho Centers in Schools Act and Senate Bill No 171 or the Abot Alam Bill. Senate Bill No. 1279 is now being tackled in the plenary.

 “Isa lang po ito sa inaalay naming reporma sa hanay ng edukasyon. Marami pa po tayong ibang kailangang i-trabaho at gawin upang tunay na umasenso ang buhay ng bawat Pilipino,” Sen. Bam pointed out.

BIDA KA!: Sama-sama tayo sa pag-unlad ng edukasyon

Mga bida, napakalaking ta­gum­pay ang natamo ng Senado kama­kailan nang aprubahan nito ang P8.3 bilyong alokasyon sa 2017 budget para sa libreng tuition fee sa state colleges and universities (SUCs).

Orihinal na nakalaan ang nasa­bing pondo sa ibang proyekto suba­lit nasilip ni Sen. Ping Lacson na puwede itong gamitin sa edukasyon.

Kaya naman inilipat ito sa Commission on Higher Education para ipantustos sa libreng tuition fees sa SUCs, sa pagsisikap din ng Committee on Finance ng Senado na pinamumunuan ni Sen. Loren Legarda.

Bilang chairman ng Committee on Education sa Senado, naniniwala tayo na ang nasabing pondo ay isang magandang panimula sa isinusulong nating batas upang maging libre na ang tuition fee sa SUCs, hindi lang sa 2017, ngunit sa ­susunod na mga taon.

Ngayong may pondo na para sa libreng tuition fee sa SUCs, kailangan namang kilusin ng Senado ang pagpasa ng nasabing batas.

Ngayong 17th Congress, inihain natin ang Senate Bill No. 177 o ang Free Higher Education for All Act na nagbibigay ng libreng free tuition fee sa lahat ng mga estudyante ng SUCs.

Maliban sa ating panukala, may lima pang katulad na bill ang nakahain sa Senado at kasalukuyang dinidinig sa Committee on Education na ating pinamumunuan.

Kapag naisabatas ito, magiging regular na sa taunang ­budget ang pondo para sa libreng tuition fee sa SUCs.

Dahil sa suportang inaani ng mga panukala sa Senado, umaasa tayong maisasabatas ito sa Pebrero o Marso upang mapakinabangan na pagpasok ng Hunyo ng susunod na taon.

Malaking isyu ang edukasyon at kailangan nating gawin ang ating bahagi upang maisakatuparan ang mga kailangang reporma para sa kapakanan ng taumbayan.

Nagpapasalamat tayo kina Sen. Legarda at Sen. Lacson sa pagpupursigi na maisama ang P8.3 bilyon sa 2017 budget para sa libreng tuition fee sa SUCs.

Kasama rin natin sa adbokasiyang ito sina Senador Ralph Recto, Win Gatchalian, Chiz Escudero, JV Ejercito at ­Sonny Angara.

Matagal din itong ipinaglaban nina Cong. Sarah Elago ng Kabataan Partylist, si Cong. Ann Hofer sa Kamara at ng ­Commission on Higher Education (CHED).

Ngayon pa lang, nagpapasalamat din tayo sa executive branch na magpapatupad ng libreng tuition fee sa SUC kapag naaprubahan ang 2017 budget.

Huwag nating pulitikahin ang edukasyon. Ang edukasyon ay napakaimportanteng bagay na kailangan nating pagtulu­ngan upang mapalago at mapakinabangan ng nakararami ­tungo sa pag-asenso.

Bam: Free college tuition fee bill expected to be passed next year

Sen. Bam Aquino is optimistic that measures pushing for free tuition fees in state colleges and universities will be enacted into law next year.

 “We’re hoping we can pass this by February or March in time for June school year at para libre na ang college tuition every school year,” said Sen. Bam, chairman of the Committee on Education, during a media interview in Tuguegarao City.

“Masaya rin tayo na maraming senador ang sumusuporta sa panukalang ito na ng libreng tuition fee ang mga mahihirap na estudyante sa ating SUCs,” added Sen. Bam, who filed Senate Bill No. 177 or the Free Higher Education for All Act giving free tuition fee to all students in SUCs.

 Aside from Sen. Bam’s bill, five other similar measures were filed in the Senate during the 17th Congress.

While P8 billion was already earmarked for free tuition fees in SUCs in next year’s budget, Sen. Bam stressed that a law is needed to make it a regular item in succeeding national budgets.

“Malaking bagay po ang dagdag na budget na ito but hopefully, by next year, we can do the accompanying law na maglalaan ng regular na pondo para rito bawat taon,” Sen. Bam said.

 During his visit to several state colleges in Cagayan and Isabela recently, Sen. Bam also held a dialogue with students, informing them about the education-related bills he has filed in the 17th Congress.

 Among them is the Senate Bill No. 1278 or Trabaho Centers in Schools Act, which recently hurdled the committee level and will be discussed in plenary next year.

Sen. Bam also wants to give out of school youth (OSY) in the country access to education through his Senate Bill No. 171 or the Abot Alam Bill, which seeks to institutionalize alternative learning system (ALS).

 

Bam to gov’t, stakeholders: Join forces to take education to next level

This was the challenge issued by Sen. Bam Aquino to concerned government agencies and private stakeholders during the 2016 Philippine Education Summit held Thursday at the SMX Convention Center.
 
“I am hopeful that all stakeholders are willing to work together and focus on producing quality education,” said Sen. Bam, chairman of the Committee on Education, Arts and Culture in the 17th Congress.
 
In the 2017 budget, P650 billion has been earmarked for education, or equivalent to 19 percent of the total budget.
 
Out of this, P567 billion will go to the Department of Education, P75 billion to the Commission on Higher Education (CHED) and P6.87 billion to the Technical Education and Skills Development Authority (TESDA).
 
“Now that we have the resources to make a quantum leap in our education sector, let’s come together to take our educational systems to the next level,” Sen. Bam pointed out.
 
However, Sen. Bam said the challenge is to make sure that the budget for education is felt by the public, especially the students in public schools and state colleges and universities (SUCs).
 
During the summit, Sen. Bam also reiterated the Senate’s commitment to support the government’s pursuit to further improve quality of education in the country. 
 
As chairman of the Committee on Education, Sen. Bam is pushing for the passage of a measure that will give free tertiary education in all SUCs.
 
Sen. Bam has filed Senate Bill No. 177 or the Free Higher Education for All Act giving free tuition fee to all students in SUCs.
 
Sen. Bam has also submitted Senate Bill No. 170 or the Trabaho Center in Schools Act that creates an employment office in every senior high school, giving SHS graduates access to available job opportunities.
 
The senator also wants to give out of school youth (OSY) in the country access to education through his Senate Bill No. 171 or the Abot Alam Bill, which seeks to institutionalize alternative learning system (ALS).

Bam to work for passage of free education in SUCs

Sen. Bam Aquino expressed confidence that the measure giving free education to all students in State Colleges and Universities (SUC) will be passed within a year.
 
“We’re quite hopeful that this will pass. Mahalaga na mabigyan ng tulong ang ating mahihirap na estudyante sa SUC. Marami sa amin ang talagang tinutulak ito,” said Sen. Bam, chairman of the Committee on Education, after hearing several proposals to give free tertiary education in all SUCs. 
 
Sen. Bam has filed Senate Bill No. 177 or the Free Higher Education for All Act giving free tuition fee to all students in SUCs.
 
The senator said the committee will hold several technical working groups to iron out and consolidate provisions of the different measures and come up with a version that will truly help poor students who want to finish college.
 
“I think we owe it to our students to go through a tedious process to refine the bill. But I’m confident that we can get this done within a year,” said Sen. Bam.
 
During the hearing, several sectors pushed different methods to implement the measure. Some groups want to focus on courses that student will take while others believe that it should be based on the student’s capacity to pay.
 
Different groups also raised the possibility of expanding the measure’s coverage by providing poor students with miscellaneous expenses, transportation expenses and living expenses, in addition to a free tuition fee.
 
Aside from improving access to tertiary education, Sen. Bam said he will also work to improve the quality of education in SUCs.
 
“Just because we’re working on this bill, hindi ibig sabihin kakalimutan na natin ang kalidad. We have to ensure quality as well as access,” said Sen. Bam.
 
“Kung itutulak mo ito (free tuition fee) plus magsabay ka ng intervention sa kalidad, mas gaganda ang quality ng SUCs,” he added.
